Here's what you need to do if you have hard water
First test your water. Inexpensive kits can be purchased at any home improvement store and are free from most water softening companies.
To fight the effects of hard water on your hair, start by switching to a chelating shampoo, which is designed to remove minerals and styling-product buildup from the hair. These shampoos are also called clarifying shampoos and can be purchased at your salon or at any local drugstore. Do NOT use these at every shampoo. Clarifying shampoos are made to be used once every week or 2. Yes, just once every 2 weeks is fine. Clarifying shampoos are very stripping and you must use a good conditioner afterwards. Even if you do not condition normally, always use one after using clarifying shampoos.
To help remove any build up from your hair, that your shampoo may have missed, try this treatment once a week:
Mix a half-teaspoon of white vinegar with a pint of distilled water. Pour it on your hair, let it sit for a few minutes and rinse out. Do this 1-2 times a month, at night, when you aren't planning on going out due to the smell.

Water becomes hard when minerals such as calcium, magnesium and copper are present. The minerals deposit on your hair, leaving behind a residue that's difficult to wash out. Hard water and it's effects on Hair

These salts are not soluble in water and can result in soap film or soap scum that creates a film on the hair shaft.
